Jim Mulligan is a partner in the Denver office of Snell & Wilmer. Founded in 1938, Snell & Wilmer is a full-service business law firm with more than 400 attorneys practicing in nine locations throughout the western United States and in Mexico, including Denver; Phoenix and Tucson, Ariz.; Los Angeles and Orange County, Calif.; Las Vegas and Reno, Nev.; Salt Lake City, UT; and Los Cabos, Mexico.

Mulligan is a Boston native and Denver resident with a real estate practice spanning more than 35 years. His practice emphasizes most aspects of commercial real estate, including urban, resort and mixed-use developments, with an additional focus in the structured financing and corporate areas of practice.

He has represented the real estate development and finance industries in Colorado and throughout the Rocky Mountain region on legislation, regulatory concerns, and other issues. He also represents corporate and commercial clients on a variety of public policy and government relations issues, initiatives, and related legislation. Mulligan serves as Special Deputy Attorney General representing the Colorado Division of Housing in finance transactions.

Mulligan authors and lectures extensively in the areas of land use and real estate development, finance, planned communities, public private partnerships, and affordable housing, and is a past chair of the Colorado Bar Association's Real Estate Section, Colorado’s Gubernatorial Unified Housing Task Force, and the Downtown Denver Task Force.

He is a leader in Colorado’s real estate industry as well, having served on the Board and Executive Committee of NAIOP Colorado (president in 2007) and on the Executive Committee of the Urban Land Institute’s Colorado District Council. His community activities have included Board positions with the Aurora Economic Development Council (chair in 2007), the Colorado Housing Assistance Corporation, the Denver Metro Chamber of Commerce, the Metro Denver Economic Development Corporation, the Boys and Girls Clubs of Metro Denver, Inc., and the Metropolitan State College of Denver Foundation.

Mulligan was honored as one of the “Lawyers of the Decade,” as “Barrister's Best: Real Estate Lawyer,” and “Lawyer of the Year” by Law Week Colorado. He was also listed in the “Power Book Top 10 Business Newsmaker in Law” by the Denver Business Journal.
