While the Federal Stimulus generated significant market activity for the energy and environmental sectors, competition to secure assistance remains fierce and subject not only to the laws of diminishing returns, but also the ebbs and flows of the political process. Meanwhile, a host of Federal programs and ongoing legislative processes - well beyond the scope of the Stimulus - remain highly viable, yet little understood paths for organizations to create value and mitigate risk.

About the Panelists

Richard Lee

Richard Lee is an attorney in the corporate practice of Faegre & Benson LLP. He advises emerging growth public and private companies and institutional investors on a variety of business and legal matters, including corporate governance, securities, venture capital financings, government funding opportunities, mergers and acquisitions, public offerings, commercial contracts and technology licensing. Mr. Lee has worked with companies from a broad range of clean technology industries, including solar, wind, biofuels, batteries, carbon conversion, emission controls, and LED lighting.  Previously, Mr. Lee consulted for clean technology companies and venture capital funds regarding finding and applying for non-dilutive funding opportunities. He also has a professional background in financial and policy analysis of energy and climate change issues and was a guest lecturer at the University of Denver Sturm College of Law in the class titled Renewable Energy and Project Finance Law.  He received his B.S. in Natural Resources from Cornell University and a J.D. from the University of Michigan Law School.

Paul Lobo

Paul Lobo is a government affairs and marketing specialist with expertise in developing innovative public / private partnerships, energy incentives, transportation initiatives, and Federal procurement opportunities, especially at the Department of Defense.  Prior to Clark & Weinstock, Paul was Chief Financial Officer of The Washington Group and a representative of New York City Mayor Michael Bloomberg, where he played a key role in helping the mayor implement the city's post-9/11 federal agenda, including its federal transportation, environmental and economic development agenda before Congress and the Administration.  Earlier in his career, Paul was Chief of Staff to Congresswoman Susan Molinari and a staff member on the House Transportation and Infrastructure Committee.  Paul has a Masters of Business Administration from Cornell University's School of Management and a Bachelor of Arts in political science from Colgate University.

Peg McGlinch

Peg represents clients on a diverse range of public policy matters including tax, international trade and economic issues.  Peg previously served as Legislative Director and Tax and Trade Counsel to U.S. Congressman Richard Neal (D-MA), a senior member of the Ways & Means Committee and current Chairman of the Subcommittee on Select Revenue Measures.  Prior to joining Congressman Neal's office, Peg served as Legislative Counsel to U.S. Senator Harry Reid (D-NV), focusing on taxes, trade, budget, appropriations, and financial services.  Peg earned a J.D. from Harvard Law School, a Masters of Public Policy from the Kennedy School of Government at Harvard University and a Bachelors degree from the College of Saint Benedict in St. Joseph, Minnesota.

Brian Murphy

Brian Murphy specializes in strategic advisory services for a variety of energy and environmental related matters, including emissions markets, efficiency mandates, asset development, regulatory compliance, and legislative initiatives.  With diverse multi-national experience, Brian provides environmental and energy advisory services for a variety of client matters, including (i) analysis of, and strategy for, a variety of legislative initiatives and regulatory methodologies; (ii) development of case studies for client submission to legislative and regulatory authorities, including the United States Congress and the United Nations Framework Convention on Climate Change; and (iii) comprehensive due diligence for the acquisition of, and investment in, utility-scale clean tech and renewable energy projects.  Brian earned a Juris Doctor from Tulane Law School and a Bachelors of Arts degree from the University of Notre Dame.  Brian also completed Alternative Dispute Resolution training at the Humboldt University Faculty of Law in Berlin, Germany and is a certified mediator.
